Preferably Manager specialized in Property/Real Estate or equivalent.
Primary Function
To manage and oversee the Building/Complex Facilities Maintenance Section.
To manage and oversee the Complex Promotional & Marketing Venue.
To manage and oversee the Complex Housekeeping Section.
Draw up operational, maintenance, marketing, and administrative procedure so as to improve performance and efficiency. To continuously review and assess the operational, maintenance, marketing and administrative procedures and practices of the department.
To ensure that all building mechanical and electrical services, building facilities/amenities, and building facades are properly maintained, serviced, cleaned-down, and kept in good conditions through scheduled maintenance programs.
To ensure that all the companies and their Service Agreements are review and revised accordingly. The service of underperformed companies will be terminated and prepare for fresh tender to be called.
To procure/replenish and keep stock of all loose maintenance items, consumables, and equipment, and to devise/abide by a system of control and accountability for their usage through proper recordings.
To generate measures to minimize the usage of excessive energy costs and trim down unnecessary consumption.
To prepare tender/quotation documents for calling of repair and maintenance works and to prepare maintenance proposals and tender reports for management consideration and approval.
To ensure that all the utility bills, maintenance, and repair charge are properly verified before passing for payments.
To maintain custody of all the keys to the keys to the building and control/record the movement and usage.
To take charge of petty cash for loose purchases and act within the guidelines on petty cash expenses.

Additional Functions
To assume special functions or sit on any committee as directed by management.
To guide and train the staff to ensure the achievement of standard work performances for the efficient and effective operation of the development.
To provide support and assistance to request from other department/ shop within the complex/building.
To liaise with authorities on all matters concerning licensing and operations permits.
To conduct regular participative meetings with subordinates for the overall improvement of the department.
To carry out any other duties and job functions as instructed by the management.
Duties & Responsibilities
To supervise, control, and delegates the day-to-day administrative work of the complex manager section and to enforce proper work ethic and maintain discipline among the subordinates.
To ensure that building services checklists are diligently carried out by the maintenance crews in order to check on the maintenance services provided by the servicing contractors.
To ensure regulation and guidelines on cleanliness and usage of amenities are properly enforced on the building occupants and operators of the hawker center.
To liaise closely with building security personnel on all matters pertaining to security in all the buildings.
To attend to all complaints from tenants/owner and to tactfully resolve any problems related to building services and amenities, and to advice and render assistance to tenants/owners for all furbishing/renovation workers.
To issue notices/reminders to tenants/owners of any anticipated interruptions to building services and amenities identified under the regular maintenance programs.
To prepare maintenance, repair, retrofit, or breakdown report and attending to all correspondences related to building and the complex amenities.
To draw-up waste/rubbish disposal schedules for contractors and maintenance crews to carry out timely disposal and to maintain hygiene in the building and complex.
To draw-up proper maintenance schedules to up-keep all landscape plantings and features ? such as frequency of applying fertilizer, prune down of plants, and cleaning ponds.
To draw-up systematic and orderly cleaning schedules for common areas in all the buildings, car parks, and food courts, and to ensure that overall cleanliness in the complex is always well maintained.
To conduct a periodical check on all M&E installations at tenant/owner premises and to follow-up with reminders to tenant/owner on all unauthorized installations and extensions.
To maintain the company?s loose equipment and machinery in good working order and control their usage.
To ensure proper maintenance of car park, signages and tidiness of the car parking space.
To approved parking application and decide on parking bay allocations and distribution for staff, tenant and season parkers.
To account for all car parking charges and daily cash collection and timely deposit into the bank account of the company.
To approve shift schedule, leave and overtime work for staff.
