Deputy Group Chief Human Resources OfficerTo support or work with the Group Chief Human Resource Officer to develop, recommend and manage the execution of human resource strategies in support of the overall business plan and strategic direction of the organization.
To provide strategic leadership alongside the Group CHRO in all areas of Human Resource taking into consideration the needs of all stakeholders.
To ensure efficient and effective management of Licensing activities in accordance with regulatory requirements.
KEY RESPONSIBILITIES
To collaborate with the Group Chief Human Resource Officer in the following key areas:
Human Resource Strategies and Budget Management
Develop HR plans and strategies to support the achievement of the overall business objectives.
Manage GHR Division budget ensuring optimization of resources and cost of operations.
Ensure that Group-wide HR costs such as Manpower budget, Training budget and benefit administration cost are prudently managed and optimized.
Function as a strategic HR advisor to senior management regarding key organizational and management issues.
Human Resource Policy and Programs
Provide overall leadership and guidance to all the HR Licensing functions including talent acquisition and retention, career development, succession planning, learning and development, performance management, compensation and benefits, organization development.
Ensure sound policies and procedures in meeting business needs and for good governance of all HR and Licensing areas.
Build and improve the necessary HR infrastructure to deliver sound, consistent and suitable outputs and outcomes for all the areas of HR and Licensing to enable and meet business objectives and reinforce corporate values.
HR Services Quality and Productivity
Continually improve HR and Licensing services efficiency and effectiveness towards enabling the organization to better meet the business goals and objectives.
Drive establishment of Service Level Commitments (SLC) for HR and Licensing service and ensure SLC are met in terms of delivery/turnaround time and quality of deliverables.
Talent and Succession Management
Work with management and the Group Talent Committee to establish a sound plan of management succession that corresponds to the strategy and objectives of the Group.
Lead the development of comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
HR Technology and Analytics
Leverage technology and collaborate with Leaders to align digital HR initiatives with organizational goals.
Drive HR analytics team to gather, analyze and interpret workforce data that provide insights on talent acquisitions, retention and productivity to influence decision-making with the objective to improve the Group's overall employee performance.
Regulatory / Statutory and Policies & Procedures Compliance
Ensure the team adheres to all Group Regulatory and prevailing internal policies, procedures and guidelines.
Reinforce good governance through decision and advice given.
Staff Development and Engagement
Strive to achieve the minimum score on e-Test.
Provide guidance, coaching and mentoring to subordinates.
Monitor staff's work, development plan and performance matters.
Participate in training others in an area of expertise.
JOB REQUIREMENTS
Degree holder in Human Resource Management or other fields.
People management and operations management experience at a senior level.
Proven track record in strategic HR leadership.
Demonstrated expertise in HR analytics and technology to be on par with industry/best practices.
