Looking For E-Book Writers

I am looking for a writer to research and write on "How to" E-book.
I require it to be more than 7000 words and my budget is 70USD for 7000 words which will be paid upon completion of the E-book. No upfront fees would be given until completion of the E-book.
Each publication/E-book will be given a deadline of 14 days upon project acceptance.
Upon project completion, you agree to me having the full rights to the E-book and its contents.
