Play a core function in managing day-to-day operations related to materials management (80%) and logistics function (20%); not limited to planning, execution, problem solving and data analytics for business decision making process.
Provide logistics operational support to the SCM Material Management & Logistics (MML) team, Operations team, Drilling team, Project team in executing all aspects of the logistics function within the Business Unit.
Works are executed in support of the Company's goals and objectives and within the governing rules of the Company, statutory requirements and external regulatory agencies.
Support other functions such as HSSE and Operations Audit.
KEY ACCOUNTABILITIES:
HSSE Compliances & Commitment
Demonstrate HSSE commitment in any activities and actively participate in any Company HSSE initiatives to satisfy the Company HSSE KPI/target.
Ensure equipment is in a safe and good condition; report all equipment defects, accidents/incidents, and environmental issues in a timely manner to immediate supervisor.
Material Management and Inventory Control
Act as team lead to prepare inventory data, material information, key work processes, prepare inventory management relevant reports for internal and external stakeholders, perform Internal Control of Financial Reporting (ICOFR), enforce Process Level Controls (PLC) for inventory and financial management, Procurement Compliance Self-Assessment (PCSA), etc.
Lead overall inventory management process from materials cataloguing, stock creation, stock level setting, stock replenishment, inventory review, inventory count, cycle count, inventory reporting, ERP management, materials handover, materials kept at 3rd party warehouse, inventory adjustment, performance reporting, material preservation, surplus identification, surplus visibility, material transfer intra and inter PAC, disposal process and disposal strategy.
Ensure effective communication with Malaysia Business Units / Departments and other functions regarding inventory management, ensuring sufficient inventory for insurance spares and critical equipment.
Review and establish key procedures relevant to Materials and Inventory Control.
Establish Inventory Turnover Rate, implement effective Material Replenishment Plan (MRP) inclusive of plan and forecast material requirements, implement Economic Order Quantity (EOQ) strategy as per Mubadala Energy Global Material Management Standard.
Process and obtain all custom paperwork, verification and approval by the Malaysian Royal Custom Department, Ministry of Finance, and related Departments including rig landing rights, materials/equipment movement, ensuring documents are kept in order.
Facilitate the shipping of goods from one destination to another, monitor transportation, schedule staff, orchestrate deliveries to meet destination, receive goods, coordinate delivery and prepare loads for shipment via supply base, port, airport, and helibase.
Assist in the management of vessels, diesel fuel, manpower, tank cleaning services for vessels, Schedule Waste Management, and other services required at Supply Base.
Execute logistics and related services contracts to support Mubadala Energy operations such as Base office & facilities, shipping forwarder agency, vessels, and helicopter including Release Order / Purchase Order issuance, Invoice verification, etc.
Governance and Stakeholders Engagement
Manage compliance to stakeholders such as preparing reports and submissions to shareholders.
Coordinate and perform (if applicable) Annual Stock Count exercise at all operational bases including offshore platform and perform yearly Inventory Review exercise.
Lead Inventory Review Committee (IRC) meeting and strategy implementation.
Maintain good relationships with stakeholders relevant to the logistics arrangement including other PACs, port authority, Custom Authority, Shipping/Forwarding Agent, and general port service provider.
Support in any logistics audit and governance issue compliance in open yard, warehouse, vessels, helicopter by authorities such as customs, PETRONAS, partners, internal/external auditors.
Facilitate auditors' queries and resolve governance issue compliance.
Cost Management
Continuously improve the service level and cost-effectiveness in freight, inventory/materials management, warehousing, planning, and import/export operations.
Maximize potential of tax exemptions as allowed by laws.
Ensure Company strategy in managing Safety Critical Elements inventory and Insurances Spares is embedded with the best commercial strategy in optimizing expenses.
KNOWLEDGE, SKILLS & EXPERIENCE:
Knowledge:
Higher Diploma or first Degree or equivalent.
Professional qualification is preferred but may be waived subject to experience.
Experience:
Sound knowledge of managing inventory from material supply planning stage until disposal process.
Experienced in performing Annual Stock Count, Cycle Count, and producing various reports with analytics data presentation for business decision making process.
General knowledge in roles of Marine, Aviation, and Logistics function with minimum knowledge in managing day-to-day operations.
International shipping and stock management including standards set by stakeholders, especially PETRONAS.
Knowledge of Malaysian Master Exemption List, tax duty exemption, customs tariff requirements.
Past proven experience in the logistics functions with Malaysian Government Ministries / Departments, well-versed in statutory and external regulatory requirements.
Minimum of ten (10) years of experience in logistics function, Inventory & Material Management, cataloguing & stock creation, warehouse management, and inventory within the Oil and Gas industry.
Skills:
Communication & Attitude - Excellent communication (in Bahasa Melayu and English) and interpersonal skills.
Analytical Skills - Ability to analyze data and make informed decisions to optimize inventory management process.
Inventory Management - Proficiency in managing inventory levels to ensure availability while minimizing cost.
Warehouse Management - Familiar with overall Warehouse process from material receiving until material return and material disposal.
Technological Aptitude - Familiar with ERP systems like SAP and Oracle, and other relevant software.
Problem Solving - Ability to quickly identify issues and propose effective solutions prior to implementation.
Customer Focus - Ensuring that Logistics processes meet customer needs and enhance satisfaction through meeting deliverable settings.
Computer Skills - Familiar with MS Office, MS Project, Oracle System, etc.
Logistics Coordination - Manage transportation, distribution, and storage of materials to ensure timely delivery and compliance with regulations.#J-18808-Ljbffr
