Context:
Under the direct supervision of the International Organization for Migration (IOM) Chief of Mission (CoM) for Malaysia and in close coordination with Programme Managers, the successful candidate will provide management and technical advice and support to the Country Office (CO) to ensure programmatic coherence among the various activities and the identification of synergies among programmes and projects.

The IOM Malaysia CO has a variety of projects regarding migrant protection and assistance, research, policy, and a growing labour migration portfolio working with private sectors on ethical and responsible recruitment of migrant workers, and helping companies understand the migrant journey and how to improve employment practices to prevent and address exploitation and forced labour. IOM Malaysia works across sectors, with governments and with unions to improve the worker experience for migrants, using the IRIS and CREST tools, among others.

In addition to support across all non-resettlement CO projects, the successful candidate will focus on substantive project support to a Regional Migrant Assistance Project (R MAP) which will be implemented under IOM’s Corporate Responsibility in Eliminating Slavery and Trafficking (CREST programme).

Through R MAP, IOM will provide assistance to migrant workers impacted by COVID-19 in five locations in Asia: Hong Kong Special Administrative Region of the People's Republic of China (HKSAR), Malaysia, the Philippines, Thailand and Viet Nam. The project will involve conducting research to assess needs and experiences of migrant workers, providing technical assistance to policy makers and private sector, improving access to remedy for migrant workers, and providing direct assistance in collaboration with civil society and migrant organizations. IOM CREST receives support from the Regional Development Section of the Swedish Embassy in Thailand and the private sector. The successful candidate will be responsible for managing and ensuring all project support to each CO to ensure consistency and that activities are linked to the larger CREST initiatives in the region, in collaboration with the CREST Programme Manager based in Ho Chi Minh, Viet Nam.
Core Functions / Responsibilities:
Maintain up-to-date information and knowledge of all programme implementation, developments and trends in Malaysia CO and the CREST Regional Migrant Assistance Project (CREST R MAP); ensure the updating and tracking of activities in relevant information management systems and databases.

In coordination with the CoM, contribute to the development of advocacy strategies on migration management to ensure the Malaysian government understands and implements practices to benefit from migration as well as protect human rights of migrants.

Backstop the operational, budgetary and programmatic aspects of the CO Labour and Human Development and Migrant Protection and Assistance Units, including the management of staff, and ensure inputs are consolidated, reporting requirements are met, and that responses, recommendations and approaches towards the thematic areas of operation are developed, in line with the CO’s and regional strategy.

Coordinate the oversight and technical implementation of Labour Migration and Migrant Assistance and Protection projects in Malaysia and in countries that are implementing the CREST R MAP, ensuring that project timelines are created and met, problems are addressed, and solutions are proactively sought, reporting is cohesive across all countries and projects, and project staff are supported to address challenges.

Act as the technical Focal Point in the CO and CREST R MAP to provide support and planning advice, identify and promote priorities for stakeholder engagement, and provide technical and programmatic guidance and inputs for the development of new programmes/projects following IOM and donor procedures and requirements. Substantively support the CO’s project design and development actions by providing technical expertise and reviewing, editing or preparing project funding submissions/proposals and appeals.

Liaise with the Resources Management Officers (RMO) and Programme Managers to ensure that IOM’s financial standards and requirements are observed in project development and reporting matters.

Oversee and coordinate the preparation of interim and final reports for donors, including liaising with Regional Office in Bangkok and Donor Relations Division at Headquarters (HQ), and ensure the timely submission of project reports in compliance with existing project agreements.

Assess and prepare documents necessary for project development, reporting, implementation and donor liaison purposes.

Develop and implement communication strategies that promote project objectives and strategy and support the stakeholder engagement and outreach under the CREST programme.

Research and identify potential funding sources among government and non-government donors, including private sector companies, in line with IOM’s overall strategy in the country, and in coordination with the CoM and Programme Managers, liaise with donors to discuss programme and project possibilities and funding requirements.

Coordinate and provide technical advice and inputs for monitoring activities in the CO and with relevant regional projects to ensure the production and dissemination of data in relation to implementation challenges, potential solutions and the timely delivery of activities and services within the designated timeframe.

Undertake duty travels relating to the provision of information and support with respect to project/programme management and progress, liaison with counterparts, problem resolution, project development and internal procedures for monitoring and reporting.

Perform such other duties as may be assigned.
Required Qualifications and Experience:

Education
• Master’s degree in Law, Social Sciences, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience working in the international development field;
• Working experience on development programmes including conducting research and writing project reports and documents;

• Experience in liaising with governmental authorities, other national/international institutions and international donors;

• Experience with Labour Migration, Labour and Human

• Development, migrant protection and human rights or previous experience engaging with the private sector an advantage;
• Demonstrated experience in programme and project management including budget planning and monitoring

Skills

• Ability to communicate effectively (orally and in writing) with a wide range of stakeholders, providing presentations and participating to the meetings.
• Proven diplomatic skills, and proven expertise in implementing complex, highly participatory projects with a demonstrated ability to work effectively with counterpart, government institutions, personnel, and donors.

• Strong interpersonal and teamwork skills; courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
