Job Description

SUMMARY OF ESSENTIAL FUNCTIONS:
- Formulate and manage Smiths’ international trade compliance program and activities in Malaysia, Singapore,
- India, China, Thailand, Australia, New Zealand, Korea, Japan and Taiwan.
- Implement Smiths Group trade compliance policies and lead improvement activities with key stakeholders.
- Develop and implement local site trade compliance procedures.
- Provide day-to-day guidance to the sites on complying with applicable local and foreign trade laws, regulations

- Conduct regular internal self-assessments of sites’ activities and report on sites’ compliance with local and
- foreign trade laws, regulations and requirements, in coordination with relevant functions
- Monitor changes to applicable local and foreign trade laws, regulations and requirements and advise the sites
- on the potential impact and recommendations on changes required. Duties & Responsibilities

SPECIFIC DUTIES, ACTIVITIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

- Act as Smiths Detection Trade Compliance Officer (TCO) for Malaysia and the APAC countries mentioned above.
- Prepare for and work with the relevant functions to enable successful bulk strategic goods licenses in Singapore. Work with the relevant functions to maintain, renew and ensure compliance of the conditions relating to the bulk export licenses
- Serve as a subject matter expert providing clear compliance advice on international trade activity matters in Malaysia, Singapore and the other APAC countries.
- Engage and work with Smiths Group International Trade Compliance (“ITC”) and Legal team and external consultants, when necessary, to provide same advice.
- Manage day-to-day trade compliance activities at the site, including the following activities: Managing LMW requirements where it relates to imports and exports and customs duties/reliefs.Product and technology classifications including HS classification and Export Controls classificationMaintenance of a site Product & Technology Matrix/Database (i.e. a table/spreadsheet that lists the export and import classifications of the site’s products and technology)Conducting export licensing determinations and applying for export licenses where required,Supervise the application for relevant import permits,Supervise export and import transaction government filing requirements,Supervise restricted party screening,Supervise the release of trade compliance delivery blocks, where applicable, in SAP GTS (or any other equivalent ERP systems),Country of origin analysis and applications for Certificates of Origin,International free trade agreement benefits eligibility analysis and claim processing,Reviewing trade compliance clauses in contract and other agreements,Addressing and escalating (as necessary) potential trade non-compliance issuesDeveloping and delivering trade compliance training to relevant functionsRecordkeeping
- Develop tools and other resources as necessary or otherwise appropriate to facilitate the trade compliance program (eg. Trade compliance checklists, forms, guides etc)
- Lead and manage the conduct of regular internal assessments of Smiths’ trade compliance activities, identify the gaps and track completion of corrective measures, if any
- Collaborate with Smiths Group ITC and Legal team on internal or external investigations of potential non-compliance in Malaysia and the other APAC jurisdictions as required.
- Engage and work with other functions, including across the Divisions, with respect to sharing advice, tools, and best practices, for the benefit of the site and Smiths global TCO community.
- Serve as a main point of contact for Smiths’ international trade compliance programs in APAC
- Drive Smiths Group Trade compliance goals and objectives in coordination with relevant functions
- Regularly report status of trade compliance activities at the sites to Smiths Group ITC team

The Individual

Education/Training:

- A Bachelor’s degree (or equivalent) required.
- A post-graduate’s degree a plus. Languages:

- Must be able to speak, read and write proficiently in English and Bahasa Malaysia. Fluency in Mandarin would be an added advantage Experience:
- A minimum of 7 years of employment experience with customs compliance, LMW regulations, strategic goods control and trade compliance responsibilities with a company with international operations.
- 4-5 years recent experience in managing global international trade issues within a complex global supply chain environment.
- Experience in developing and deploying compliance policies, processes and procedures, including implementing and maintaining an Internal Compliance Programme approved by MITI Malaysia or Singapore Customs.
- Experience with export and import controls, economic sanctions, and other trade laws, regulations and requirements administered by the United States/EU and Malaysia.
- Experience conducting compliance audits and drafting reports.
- Experience assisting with internal investigations of potential non-compliance.
- Experience in developing and delivering training programs.
- ERP and manufacturing systems literate. Experience in SAP is a plus. Knowledge/Skills:

- Established skills in HS classification and export control classifications across a variety of industrial products and parts.

- Strong organizational, project management networking, negotiation and relationship building skills.
- Excellent stakeholder management skills and works well with others / team player. Travel Requirements: Up to 15 percent travel mainly within the APAC region may be required.

- Able to travel domestically, as well as internationally as required. WORK ENVIRONMENT:
The work environment mainly will be an office or manufacturing site environment located at a Smiths location in Smiths

Detection Malaysia (Johor) during normal or extended business hours. The work environment may also include time off

site while traveling or at other locations as required, and occasionally employee’s home.
