Buyer (Services & Materials)

**Job Purpose**To be part of an Hengyuan Refining Company (HRC) team supporting "Run and Maintain" refinery operations, providing innovative approaches to procurement execution.- Support issuance of Request for Proposal (RFP)'s- Evaluate and negotiate proposals- Issuance of PO's- Develop Expediting strategies- To assist Section Head Buyer - on the end to end procurement for procurement of direct and indirect materials- To manage 3-4 key operational and tactical contracts which are low and medium risk; medium Commercial complexity**Job Knowledge, Skills & Experience**- Bachelor's in Business, Law, Engineering, Supply Chain or other applicable field, additional 2 years of experience in lieu of a degree is acceptable.- Sound knowledge of contract and procurement policy and strategy with strong understanding related Standard Operating Process on procurement compliance- Must have work experience in the Oil & Gas industry demonstrating an understanding of and exposure to key or procurement concepts and principles.- Experienced in stakeholder engagement.- Able to work independently, taking initiative and bringing forward insights and recommendations.- Strong Analytical and Reporting Skills- SAP, Intermediate Excel and Excellent working knowledge and experience of supply chain management software- Min, one year of more of purchasing experience, including soliciting, negotiating, drafting, formulating, and administering purchase orders.- Ability to digest and keep abreast with the current contract & procurement trend and best practices.**Job Type**: ContractContract length: 12 months**Salary**: RM5,000.00 - RM8,000.00 per month**Benefits**:- Maternity leave- Parental leave- Professional developmentSchedule:- Day shift- Monday to FridaySupplemental pay types:- Overtime payAbility to commute/relocate:- Port Dickson: Reliably commute or planning to relocate before starting work (required)**Education**:- Bachelor's (preferred)**Experience**:- Purchasing: 1 year (required)
