The ROV and Diving Subject Matter Expert (SME) will be accountable for assuring the safe, timely and efficient execution of Underwater IMR and construction activities, encompassing ROV and diving activities, that are compliant to both Shell's internal and industry standards and guidelines (e.g. IOGP, IMCA, etc.). He/She will be expected to proactively contribute towards the continuous improvement of SMEP's approach to ROV and diving practices, through adoption of new technologies, synergies with best practices applied in other Shell OUs globally, Projects and Engineering and learnings from the industry. About the roleDemonstrate HSSE leadership and being able to drive the right conversations and mindset within the Shell Team and 3rd Party contractors to ensure the safe delivery of SMEP's Underwater execution activities in compliance with Shell's HSSE Control Framework, and industry and regulatory codes and standards.Further ensures compliance of SMEP's Underwater execution activities to the Personal Safety Manual, Diving and Tunnelling Operations Guide.Fulfil his/her accountability as the ROV and Diving SME when planning for ROV and diving operations, in consultation with Shell Diving Centre of Excellence:To ensure competent diving technical support is provided to SMEPThe SME should ensure the operation meets the defined diving practices for ShellThe SME should advise on the technical suitability of the selected diving technique for the planned task.A Subject Matter Expert who has Proficiency at Skill level in diving and ROV operations and is accredited by the Discipline through a process defined by the Global Discipline Head in the specified subject area.He/She is responsible for specifying how the HSSE & SP risks of the Underwater execution activities will be managed, where the responsibilities will include the development and assurance of diving and ROV procedures and guidelines.Approve the diving operation plan based on Shell's diving guidelines. Review the diving operation after closeout. Communicate learning to the Principal Technical Expert for diving operations.Provide technical inputs to operational risk assessments and apply the Hierarchy of Control in managing operational risks to ALARP.Advise on the technical suitability of the selected diving technique for the planned task.Conduct diving safety management and technical capability approval audits to ensure diving contractors are capable of carrying out diving operations to Shell's requirements.Provide inputs as part of the Contract Management Team of the Pan Malaysia Underwater Services contract to ensure the safe and efficient execution of this contract that is compliant to Shell's requirements. Participate in technical capability review of tenders. Monitor contractor compliance including assurance and verification audits.Provide competent technical input at the appropriate diving operation phases to ensure safe operations.Review diving contract requirements and their suitability.Review and provide input to the Diving Operation Plans at the appropriate stages of the diving project.Provide technical review to diving incidents and provide the necessary advice on any barrier and control failures.Ensure competent diving technical support is provided to the operation during execution by verifying the experience, qualifications and competence of an AP (Authorised Person or Company Site Representative) are suitable for the proposed activity. Confirm that the level of AP coverage is appropriate for the activity being conducted.Participate in HAZID and risk analysis with regards to underwater operations in support of the regional assets.Provide the regional link to the Shell Diving Centre of Excellence encompassing underwater operations or engineering technology, standards, best practices and procedures.Assist in technical deviations with respect to underwater operations.Keep up to date with all industry standards and guidance relating to Diving and ROV operations.Coaching and mentoring of colleagues within the Underwater/Subsea operations.Continuous improvement of SMEP's Diving and ROV practices aligned with global and industry improvements.Internal Interfaces:The ROV and Diving SME reports to the Sabah Maintenance Manager.Primary internal interfaces: Shell Diving Centre of Excellence, Shell Marine, Sabah Maintenance, Sarawak Maintenance, Projects and Engineering, Sabah Production, Sarawak Production, HSSEExternal Interfaces:Underwater Services contractors, PETRONAS, other oil and gas operatorsWhat we need from youCompetent in underwater operations and possess the relevant underwater Diving certification (e.g. IMCA Bell Diving Supervisor) with at least 5 years working experience in diving Technical Authority, CSR and/or supervisory role (such as diving superintendent/diving operations superintendent/diving offshore construction manager for Saturation, Air and ROV operations) in the subsea (diving and ROV) industry.Have at least 5 years or possesses a DP operator basic course commensurate with at least 3 years, working experience on a DP diving vessel/barge in role such as diving superintendent and/or bell diving supervisor.Have at least 10 years working experience in underwater operations and engineering experience in the Subsea engineering (Saturation, Air and ROV) industry.Familiar with the industry standards in relation to underwater operations and safety.Fully conversant with all IMCA requirements pertaining to the activities referred to in the roles and responsibilities as demonstrated in diving supervisory role.Capable of and has conducted IMCA audits.HSE/Engineering/Technical qualification/training in relevant field.Master Class training on Diving Key Risks and Controls, Diving Operations Manual (HSSE & SP Control Framework), Discipline Controls and Assurance Framework (DCAF) – Diving discipline control gates and the Technical Authority (TA) control process, auditing of diving contractors and IOGP report no. 411 "Diving Recommended Practice".Experience at training and onboarding Diving Discipline Personnel including Authorised Person/Company Site Representative for Diving Operations.Able to communicate (both written and spoken) in English fluently.Capable of producing reports, audit documents, charts, forms, presentations etc. using word processing software (Word, Excel, Power Point).Strive for a strong performance and continuous improvement ethics; focused on the delivery of outcomes to secure competitiveness and value creation for Shell.An effective integrator, programme manager and fluent communicator, able to manage dynamic  operational uncertainties, including multiple interfaces, and cross-functional inputs to ensure safe and flawless delivery of underwater ROV and diving operations.Strong interpersonal skills and the ability to communicate clearly with diverse stakeholders, including senior management/leadership teams and global collaborators within Shell, as well as with 3rd party contractors.Strong teamwork skills with experience in working with multi-disciplinary teams.Highly resourceful and shows avid curiosity for the advancements within Underwater execution (i.e. methodologies and technologies) applied elsewhere within the industry.Passionate about coaching and developing more junior members of the team.Shell has been a partner in powering Malaysia's progress since 1891 when we established our first depot in the Straits Settlements.
