The person will reports to Vice President Head of HSEQ, Vice President IT and Risk for global HSEQ policies. Interfaces with: General Manager, Deputy General Manager, Fleet Managers, Vessel Managers, HSEQ Managers of other centers, Global HSEQ & Systems, Ship Masters and Safety Officers, Internal and External Audit Bodies, Flag and Class Bodies, HSEQ managers within fleet groups reports to this position for regional HSEQ policies/initiatives and internal audits for vessels in the region.This person will be working with Wilhelmsen Ship Management, a comprehensive global maritime group providing over half of the merchant fleet with essential products and services, along with supplying crew and technical management to the largest and most complex vessels ever to sail.The position will be located at Kuala Lumpur Sentral in the heart of Federal Territory of Kuala Lumpur and it is easy to get to by public transportation. With a pool of more than 9,200 seafarers and over 500 shore-based employees all over the world, Wilhelmsen Ship Management is one of world's largest third-party ship managers with a portfolio of more than 450 vessels and counting.Main ResponsibilitiesAssist in the functions of a DPA in accordance with the letter and intent of the ISM Code.- Perform the functions of Management Representative in accordance with the letter and intent of the ISO 9001 and 14001 Standards.- Respond appropriately to Ship Management Reviews and implement Company's safety commitments made in such responses.- Respond appropriately to Ship Safety Committee Reports as required.- Provide input to Undesired Event and Near Miss analysis and response.- Provide input to the corrective and preventive action process of internal and external audit/vetting findings and Port State Control findings.- Participate in work permit approvals as appropriate.- Arrange promulgation to ships on Lessons learned from selected internal and external Safety and Environmental related incidents.- Arrange promulgation to ships on new HSEQ related rules and regulations, or internal requirements.- Overview shipboard navigational standards, practices and procedures and make improvements to them as necessary.- Participate in the upkeep of the Company's TMSA status and in that of other similar schemes.- Liaise with Flag and Class on Safety issues and submit any required safety information to them in formats specified.- Carry out investigations upon incidents as per GIMS.- Receive, collate and send out to the DC all suggestions for improvement and updating of documentation.- Make suggestions to the DC for documentation improvement based on study of undesired events, near misses and other events.- Arrange for updating of ship and shore documentation based on new rules, regulations and other advisories.- Maintain the Company's Emergency Response Manual for WSM KL.- Liaise with Global HSEQ & Systems for any required non-DC controlled safety related documentation for vessels such as US VRP and NTVRP Plans.Audits- Arrange for all required ISM and ISO related audits to be performed at the WSM KL premises and internal audits onboard WSM Asia vessels.- Follow up on the implementation of corrective and preventive actions against such audit findings.- Arrange external audits by Class/Flag related to ships initial ISM SMC certification for WSM KL vessels.- Monitor that annual internal audits of the ships are done as scheduled and non-conformances properly addressed.- Perform occasional shipboard safety audits and training.- Plan and perform office based annual internal audits.Management Reviews- Arrange, provide input to and participate in the WSM KL Annual and ad hoc Management reviews.- Follow up on the implementation of Review output.Statistics- Maintain safety and environmental statistics as required for the monitoring of fulfillment of the Company's KPIs and of Client requirements.Contingencies- Be a member of the Company's emergency response team to respond to actual emergencies.- Participate in emergency Drills.Certification- Arrange for ISM and ISO related certificates for the Company and their endorsement following audits.- Arrange for initial ISM SMC/ ISPS ISSC certificates for ships.- Arrange for Continuous Synopsis Records to be procured as necessary for ships.- Arrange for Owners ISM Notification to Flag Documents and their upkeep.- Arrange for Company's DP notification to Flag and their upkeep.Security- Liaise with the Company Security Officer for Ship Security Assessments and Plans to be procured.- Maintain Office Security Plan and Office Security Assessment.Information ManagementFormulate and adhere to a system to kee
