The goals of the project are to:- Strengthen Networks: Locally led investigative journalism networks are supported and strengthened- Amplify Reporting: Investigative reporting has enhanced engagement, is amplified through relevant channels, and delivers impact- Advance Safety and Security: More proactive, comprehensive approaches to safety and security for journalists are developed and advancedResponsibilities: ICFJ is seeking a security specialist to support its "Asia Investigative Reporting Network" (AIR Network) program for investigative journalists in Southeast Asia. ICFJ works on this program with Pact and another regional convening organization which will be named by the end of 2024.The security specialist will engage with ICFJ's resident investigative editor in Southeast Asia and its project partners to undertake the following tasks:- Develop a journalist security training program which encompasses physical, digital, psychosocial, and legal security (other specialists may be subcontracted to develop specific portions of the program);- Consult local journalists and security specialists in Thailand, Indonesia, the Philippines, and at least three other Southeast Asian countries to contextualize the training program;- Conduct a training-of-trainers for local specialists in Thailand, Indonesia, the Philippines and other Southeast Asian countries to deliver the security training program.- Develop a protocol for journalists to access emergency security support services from credible local and international organizations.**Timeframe**: The consultancy should begin in March 2024 and will go until December 2024.**Required skills and qualifications**:- Able to communicate effectively in English (proficiency in other major languages spoken in Southeast Asia would be an advantage);- Experience working with USAID, State Department, or other USG grants;- Has extensive network of security service providers and consultants;- Familiarity with the Southeast Asian media landscape;- At least 7 years of proven experience conducting journalism security training programs.Both individuals and companies are encouraged to apply.Applications will be reviewed on a rolling basis.
