Operations Plant Engineer (based in Penang)-

- To operate and maintain all the on-site facilities in safe, efficient, and reliable
condition.
- Support that the site operates safely, without harming people & environment, at
required reliability with minimum cost of ownership.
-Drive continuous improvement of assets, work processes and people capabilities to
maximize business profitability.

Operations
-General:
- Perform plant start-ups (if ROC is unable to do so)
- Perform local plant operations (as stand in for site operations technician)
- Support implementation of the corrective actions from the audits, Root Cause Analysis, Alerts & Directives
- Support the use of adequate means (eg Personal Protective Equipment, hand tools, software, instructions etc) to perform safely & effectively
-Safety:
- Support training/instruction to everybody at site (including internal & external visitors/ contractors) with respect to hazards & safe behavior.
- Support investigation of any safety incidents, root cause analysis and implementation of the corrective actions to prevent recurrence.
- Support development and maintenance of emergency response plans
- Support continuous proactive identification of risk (e.g. Site walks, tool box meetings)
- Identify risks and support elimination or mitigation.
-Reliability /Efficiency:
- Support the definition and implementation of improvement.
- Support optimization of the use of existing assets to meet customer demand and
- maximize profit.
- Support the optimization of the utilization of tonnage contracts.
-Quality:
- Support the establishment and maintenance of quality assurance systems to monitor the quality of product & services.
- Support the establishment and maintenance of processes to address off-spec quality and any failure of monitoring system
-Maintenance:
- Support development of turnaround scope
- Order services and supplies that are aligned to harmonization and bundling
- Execute preventive and corrective maintenance in his domain using maintenance
planning tools (eg SAP OM).
- Coordinate maintenance activities with maintenance team.
-Projects/ Modification:
- Propose projects to add/modify assets to meet the market demand in the most profitable way and ensure that the intended results are delivered.
- Support gathering of operational data & requirements (e.g. Ambient conditions, utility availability, customer consumption & demand pattern, staffing, local scope & associated cst etc) for new projects
- Execute local project scope.
Troubleshooting:
- Implement contingencies to respond to any unplanned breakdown/ incident
- Support root cause failure analysis for every incident and implementation of learnings
Report/ performance management:
- Supports reporting of
o All hazards, incidents and near misses
o Corrective actions from Audits, Directives, alerts etc.
o Programs & initiatives implementation status (e.g., global, regional etc.)
o Reliability events
- For non ROCed plants, report:
o Daily production & utility consumption
o Supply failures
o Inventory stock count
o Plant/site performance and identification of gaps
Key interfaces
External
-Customer – Address issues, identify areas of mutual benefit and crisis communication
-Emergency services – Support crisis responses
-Suppliers – Order from suitable suppliers with lowest cost
-Contractors – Engage and coordinate contractors
Internal
-Health Safety & Environment – Incident reporting, investigation and follow up
-Platforms – Implement best practices and new technologies. Feedback local learning
-Remote Operating Center – Monitor Remote Operating Center performance, determine
gaps and initiate/drive improvement.
-Distribution/ Sales & market: Coordinate production planning
-Procurement – Raising purchase orders
- Information Services – Information system topics
-Project Execution – Support projects
-Tonnage Account Management – Improve tonnage contracts and their usage Required key skills (functional/technical)
-Ability to handle pressure in crisis situations

-Good oral and written communication skills in English and local language
-Knowledge of hazards involved in operation and maintenance of process plants
-Knowledge of ASU/ CO2 plants including the associated hazards
-Familiarity with local technical statutory regulations (eg operating licensing, etc)
-Understanding of mechanical, electrical, instrumental and process control subjects
Required qualifications/experience
- Bachelors/master's in engineering
-Minimum 3 years' experience in Gas, Chemical or Oleochemical industry
