Purchasing Manager (Spare Parts - China Market)

Responsible for the development and implementation of strategic procurement platform for direct, indirect material and services. -Proposed and implement the work policies and objectives of the procurement department, prepare the annual procurement plan and budget, submit it to the Department Director for approval, and supervise the implementation after approval. -Execute purchase strategies or roadmap through purchasing requisitions, leveraging purchase power and increase operation efficiency that provide the optimal total value for company. -Handle of all materials return and claims. All purchased materials must be verified with the stock level, and it is forbidden to purchase beyond the plan. -Interact with internal and external stakeholder at all levels. -Conduct strategic analysis on pricing, market conditions, suppliers, customer, competitors, contract analysis and negotiation of agreements. -Establish supplier data base, maintaining good relationship with qualified suppliers, continue develop new suppliers, build up a open and transparent competition. -Carry out supplier assessment and visit on a regular basis. -Promote continuous improvement of supplier performance and ensure that supplier development activities are identified, initiated and monitored through supplier key performance indicators (KPIs). -Supervise the overall department function and staff assessment of the purchasing center (KPI). -Proposed and design department staff yearly training and development program. -Demonstrating high integrity, transparency and disciplinary. -Carry out department 5S activities to ensure the workplace is clean and neat. -Responsible for prepare Department weekly and monthly report.Company Vision To be the world's leading papermaking enterprise that is resource-intensive, environmentally friendly, and respected by the society.Bachelor's or Equivalent
