Job Purpose

The purpose of the Regional Category Leader is to co-author, develop and execute global, regional and local Category Strategies. A Global Category Strategy will have elements that are regionally focused as well as elements that are global and benefit beyond one region. A Regional Category Strategy will primarily be focused on the requirements somewhat unique to the region and local strategies will generally be unique to the entity or country of the home office of the Regional Category Leader.

The RCL leads regional Sourcing and Supplier Management plans to deliver planned results in the areas of S, Q,D and C as part of the Global Category Strategy.

The RCL is responsible for scoping and managing the supply base in the region to achieve the goals set by the strategy.

The role acts as a link between the Sr. Category Manager, Category Manager and the Region to ensure alignment to Category Strategy by identifying the business needs of the region and making sure such needs are considered as part of the strategy. At the same time the RCL is responsible for stakeholder management to ensure that the agreed strategies are implemented flawlessly.

The RCL functionally reports to and works with the Indirect Regional Procurement Manager to ensure compliance to strategy by developing a proper communication plan, securing stakeholder engagement, identifying areas of risk and associated mitigation, while developing plans to successfully execute the strategy.

Job Main Challenges

Explain the degree of supervision/guidance, procedures/ processes used, judgement, creativity, planning & resourcefulness needed to do the job.

The role takes direction from the Indirect Regional Procurement Manager and the Sr. Category Manager to execute assigned work. Must use sound planning and good judgment to manage resources and meet goals. Must have ability to make sound business decisions based on data and analysis. Must be able to provide guidance and motivation to teams and build effective relationships with peers.

Errors in decisions, planning and in communications may have serious impact on organization profits, equipment delivery/schedules, and customer relations.

Main Accountabilities

Develops plans, including goals and objectives, to ensure successful implementation of Category Strategy, supporting the SQDC philosophy.

Drive execution and implementation of Category Strategy.

Lead Regional Category Network, ensuring all Tactical resources within regional teams, are fully engaged and provide input to category strategy.

Provide leadership and direction for any escalated issues from Regional Teams.

Act as Champions of the Sourcing Strategy. Constantly communicate the Sourcing Strategy to their stakeholders.

Responsible for, plans for, and executes Local/ Regional Plans.

Define Demand Plan for given Category.

Coordinate demand between suppliers, support tactical sourcing in execution issues.

Secure capacity for critical products, at suppliers, through contracts.

Work within the management team to scope opportunities with managed category. Identifies process improvements. Conducts benchmark studies as needed to establish goals, determine competitiveness of current and future supply arrangements.

Ensures that a well-defined implementation plan with timetables, responsibilities, milestones, and deliverables is developed and communicated.

Assist in supplier training programs.

Communicate global category performance and total cost of ownership.

Present project findings to management and supplier teams in a concise format. Develops and leverages best processes and practices across the unit and suppliers. Also provide appropriate summary reports for future training examples, etc. documented in Lesson's Learned database.

Monitor multiple improvement projects and facilitates and gives direction to group as necessary to keep on track and on time.

Work closely with suppliers to identify and track project benefits.

Establish budget and Business case for Sourcing initiatives / Projects, and report progress and status on a monthly basis.

Establish and follow up own cost center budget for given category (travel, salary, training and other expenses).

Support Tender activity in Regions, and review cost level before Tender submission (ad hoc).

You are meant for this job if:

Bachelor's Degree in Business Administration, Supply Chain, and Engineering required. Master's Degree in the same areas is preferred. Formal education can be replaced by long term successful work experience. Candidate will typically have 8+ years experience in field and at least 5 years supervisory and/or management experience. Industry knowledge from the Oil and Gas equipment and services area is preferred. Must demonstrate ability to develop, improve and implement processes, policies and procedures that impacts the function. Must also demonstrate ability to troubleshoot and develop strategic implementation plans for new concepts and ideas as required by senior leaders and business objectives. Candidate must demonstrate strong written and verbal communication skills in predominant Regional Language as well as in English.
