The Public Affairs Manager is responsible for developing and enhancing the reputation of Micron Malaysia to lead government relations activities, special events and engagements with a focus on business growth and outcome. You will be responsible in advocating Micron’s objectives, policy positions and building relationships with key members of the federal, state, local municipal government offices. This role will be the ‘public face’ and key contact for Micron in the Public sector with following responsibilities: Working closely and building collaborative relationships with Business Leaders, Legal and Communication to achieve business goals and objectives. Leading key projects, develop and maintain beneficial and proactive relationships with government agencies as the representative of Micron Malaysia to obtain Government support for our business growth. Driving growth relationships at the federal, state and local level and help develop brand trust in government agencies and communities that impact Micron. Encourage other team members to approach and work with relevant government departments to achieve a long-term collaborative relationship with government agencies. Serve as a key person in advising site leadership, key stakeholders as well as team members regarding government and political issues. Monitors news media and government sources for potential changes in regulatory and legislative areas to ensure Micron reacts effectively and advises its team members of the resulting impact on their operations. Owning, managing and maintain relationships with targeted stakeholders within various Ministries and agencies relevant to the business objectives. Take lead role in managing and supporting Micron’s foundation work in Malaysia. Academic Relations Representing Micron with Academic Government Agency CREST and Partnering with Penang Science Cluster (PSC) And Penang State Development Center (PSDC). To develop strong relationships with academic institutions in Malaysia with the objective of helping to create industry awareness among lecturers as well as providing opportunities for research collaborations on new technology leveraging Micron products. Represent Micron as Industry Advisor with the academic and industry institutions. Identify two anchor universities and establish a Micron laboratory in the undergraduate engineering curriculums. Work closely with academia to ensure various programs are available for optimum lab utilization starting in CY 2020 onwards. Facilitate quarterly visits from the Universities to showcase Micron’s capabilities to build a long-term relationship and talent pipeline too. Represent Micron in working with government agency CREST (Collaborative Research in Engineering Science & Technology) Join the Industry Panel Advisory Board for CREST Engineering Research Grant – and meet minimum twice a year at CREST office to review research project proposals for R&D grant applications from academia. To ensure MIDA R & D Grants are properly utilized and accounted for without any risks on the incentives awarded to Micron. Program Management Program Manager responsible for partnering internally with stakeholders for Micron Memory Malaysia to identify and develop programs to deliver our commitment with MIDA and the Malaysia Government, which includes – Coordinate R&D expenditures to be atleast 1% of Annual Gross Sales with effective from 2023. MegaLab Implementation with clear gameplan to maximize the Approved R&D Grant. Local Vendor Development Programme with Local Companies in the areas of Automation and Industry 4.0; or Mould Compound; or Big Data Analystics. Public Affairs Leadership Levelling playing field for Micron through direct engagement with regulators and industry working committee. To enhance Micron’s leadership in industry related engagement with government ministries. In collaboration with Communication / Business teams across the country, establish KPIs aligned with the Communication / Business strategies and key priorities. Prioritize these in consultation with the relevant stakeholders. Implement prioritized action plans and track to KPIs, with strong communication to the business areas. Guided by the Legal / Communication / Business team objectives and priorities, define and implement the Public Affairs strategy. Ensure the Micron and it’s Business Leaders are up to date on market trends and issues related to the Public Sector, including strategic assessment and business impact. Drive a culture of partnership within the network by establishing strong internal networks within the Country Operation to support the overall business achieving outcomes and their respective lobbying efforts. Develop partnerships with trade associations, governments, NGOs and consumers at country level to increase Micron’s thought leadership in manufacturing Policy Leadership Monitor, analyze and interpret developments in relevant government policy that have an impact on short- and long-term business. Levelling playing field for Micron implementing common agreement on enforceable code mechanisms through industry working committee. To enhance Micron’s leadership in industry related engagement with government ministries. Stakeholder Management Develop a strong stakeholder management action plan for target stakeholders and implement whilst maintaining a solid business relationship with key decision makers. Facilitate the professional interaction between the internal stakeholders and key authority personnel, in line with Brand / Business Plan and Micron goals. Establish a thorough understanding of the Public Market related key accounts’ decision makers, influencers, business and operational strategies and process. Person Profile Essential Skills and Experience Essential Qualifications Demonstratedunderstanding of government relationsand lobbying efforts. Experience in a senior role where business management, networking and leadership skills were a core competency. Rich knowledge and experience about Malaysian government structure, system and process. Able to collaborate effectively, drive results across multi-functional groups and work independently. Strength in teamwork and humble team player with a positive sense of humor. Experience in lobbying activities with related operations and/or product management experience in the Electronics industry (this varies depending on current team requirements). Degree in Law, Mass Communications, Public Affairs, Public Policy or similar discipline. Desirable Skills and Experience Government employee or Ministerial adviser. Excellent communications and written skills.
