**TERMS OF REFERENCE (TOR)**Project Name: Johor Outreach & CommunityCentre (JOCC)Position Title: Social WorkerLocation: Johor Bahru**Background**Malaysia hosts over 178,000 refugees and asylum seekers; some 154,000 are fromMyanmar - the majority being ethnic Rohingya and others in smaller numbers including theChins, Myanmar Muslims, Kachin, and other ethnicities from Myanmar. There are some23,600 refugees and asylum-seekers from other countries, including individuals fromPakistan, Yemen, Syria, Somalia and other countries.There are no specific national laws or regulations or implementing mechanisms to manage and protect refugees and asylum-seekers (known as _Persons of Concern/POCs_) in Malaysia.Due to a lack of domestic policy and framework, persons of concern are often susceptible to arrest, the possibility of indefinite detention and _refoulement_. They are unable to work legally, have no access to formal education and while access to healthcare is available, it proves to be expensive for families with no regular income. Needless to say, persons of concern live in a difficult and challenging in environment coupled with the stress of an unpredictable and uncertain future.**Overview of Cahaya Surya Bakti (CSB)**Cahaya Surya Bakti (CSB) is a registered Malaysian Society founded with the vision of providing community-based support and assistance to the refugee population in the state of Johor, Malaysia. Since 2013, CSB has successfully established 5 schools for refugee children and teenagers located in the areas of Kempas, Kluang, Pekan Nanas, Muar andKota Tinggi. In total, CSB oversees the education of 500 students in Johor.Furthermore, in August 2020 in partnership with the United Nations Refugee Agency(UNHCR), CSB opened the Johor Outreach and Community Centre (JOCC). The key objective of the Outreach Centre is to provide basic services, accurate and relevantinformation to refugees in Johor in a timely manner through partners, or other existing service providers and community centers in the region.**Social Worker TOR Summary**:The Social Worker will identify and execute end-to-end case management for vulnerable persons eligible under JOCC's Holistic Case Management Program. The incumbent will function under the direct supervision of the Centre Manager who is responsible for the overall operation of the Centre and will work closely with the Centre Associates andCentre Assistants.**Responsibilities**:- Providing mental health counselling to refugee individuals, groups or families by phone or in person;- Conducting initial assessments of clients' situation to determine needs and goals;- Contacting and making referrals to other agencies and service providers;- Identifying potential areas within Holistic Case Management where the refugees require more support.- Facilitating collaborations with new service providers.- Facilitating crisis intervention including shelter home placement, when required;- Coordinating disbursement of Cash-Based Intervention (CBI) for refugees to reintegrate into the community after leaving shelter services.- Offering information and supporting clients and their families;- Maintaining accurate records and preparing reports in compliance with policies, regulations, and procedures;- Coordinating treatment planning and maintaining ongoing contact with outpatient providers for the continual care of clients; Actively participating in ongoing training, as needed, in order to meet all certification standards;- Monitoring of refugee populations for signs of sexual and gender-based violence and child protection concerns.**Requirements**:- Bachelor degree in psychology, social work or related field;- Minimum of 2 years of previous experience in the services delivery field;- Experience working with clients that are affected by issues including neglect, child abuse, domestic violence, mental health and parental substance abuse;- Critical thinking and the ability to judge the relative costs and benefits of potential social service and health care actions and choose the most appropriate one;- Excellent active listening, verbal communication and interpersonal skills;- Excellent analytical and report writing skills;- Ability to stay calm and empathise with clients when they are upset;- Strong time management and organisational skills;- Experience using Word, Excel, Outlook, and PowerPoint;- Fluent in Bahasa Melayu and English;- Legal right to work in Malaysia;- Valid Malaysian Driver's License.- ___________________________________________- ___**Salary**: From RM2,300.00 per month**Benefits**:- Maternity leave- Parental leaveSchedule:- Day shift- Flexible hoursAbility to commute/relocate:- Johor Bahru: Reliably commute or planning to relocate before starting work (preferred)
