This role is responsible to manage and oversees engineering services and project management services required for the overall terminal facilities in accordance with the established standards and procedures for the whole of KTSB. The manager is also responsible and accountable to engineer, plan, control and monitor the engineering development of the terminal and to maximise operational reliability and performance. Responsibilities: To head the Technical Department which consists of mechanical, instrument, electrical, and inspection engineers, co-ordinating their work programmes to achieve the overall company objectives. To ensure KTSB engineering personnel are competent and adequately trained. Review and control all project management activities covering from conceptual, design, scoping, estimation, scheduling stage, right up to completion stage to ensure smooth progress and timely hand-over of projects to operations department before commissioning. Establish and maintain close rapport with all parties involved in new major projects to ensure a continuous flow of information, resources, and expertise to execute and support the projects in achieving the project objectives. To produce, implement, and monitor work programmes, which integrate terminal and Business objectives with engineering, development and Inspection requirements. To act as Turnaround Manager and to pre-engineer long and medium term engineering and development work in accordance with statutory requirements and policies. Drive, lead and promote a motivating and conducive working environment by providing leadership, necessary training for competency, and development opportunities to his sub-ordinates to ensure the creation of a sustainable performance culture within the Department. Manage including review, control, and approve annual budgets for the manpower, Capex capital, and Opex operation expenditure of all direct reports through efficient monitoring and control measures to ensure all operations are conducted cost effectively within the approved budget. Accountable point of contact for enterprise risk, mitigating and managing risk at the departmental level (risk owner). To perform other duties/tasks which may be required by the Management from time to time. Requirements: A minimum of 10 years of progressive experience as senior position in Petrochemical plant's maintenance works. A minimum of 5 years in project management - project scoping, execution, and commissioning. Demonstrate experiences leadership, organizational skill, and reporting skills.
